Wellstone City – The Coming Tide

The Freelancer Act was passed on Friday August 7th in a very public signing. Registration opened on Monday, with a three-day waiting period for a back ground check, the first of the Freelancer permits will be issued tomorrow. To date, there have been nearly 1000 registrants for the Freelancer Act.

With the flood of people; almost 40 people an hour across the four registration centers across the island, there is both great hope and great fear on the part of the politicians and citizens. Some worry very publicly that it will serve as a license to bully. Some say that the Freelancers will become just as big of a problem as the gangs themselves.

Wellstone City – Emergency Provision

After months of waiting, especially given the situation in the past weeks, the government of Wellstone City has passed the Freelancer Act, independent of the Louisiana House or Governor. With the House heading for summer recess and the Governor off campaigning for President, the situation in Wellstone City finally escalated to a point where action must be taken.

The Freelancer Act allows the city to grant blanket powers to individuals that pass a background check. They must swear an oath of position, and they must be registered. With the granting of a special license, they have extended powers of protection and service granted to them by the city. They are not allowed to levy fines or tickets, but when criminals and organizations are placed on the “Bounty Board” then Freelancers have free reign to go after them.

Wellstone City Wednesday – The Parson

With the criminal infrastructure of Wellstone City showing early signs of stressing to the point of fracturing, gangs aren’t the only problem the city has right now. Individuals are making power grabs and are using the distracted and over-worked police force to commit crimes. One such individual is the Parson.

Operating almost exclusively in the Parish, strikingly little is known about the Parson. It is assumed that the Parson is male, though no description has ever been given. The killer’s victims, and there are 11 so far, have been mostly female; 10 out of the 11 have been females with no discernible pattern as to other demographics. What is becoming obvious though is that the killer is going out of his way to keep the victim demographics as close to the actual demographics for race and age as Wellstone itself.

Wellstone City Update – Freelancers

As the situation in Wellstone City degrades in the absence of organized crime, the police are unable to control the situation. It is even becoming untenable for the organized crime syndicates to deal with and they have moved into a more protective posture around the tourist areas. Business that they once extracted protection money from, they now simply protect.

The local criminal elements; street gangs, thugs, and hoods, are starting to unbalance each other as they gain power. Some neighborhoods have banded together around local heroes and do-gooders, some have been taken over by thugs and their gangs.

Violence on the Rise in Wellstone City

For the past several months, violent crime in the Shining Jewel of the South has been escalating. Police have been unable to stem it off, and while it is growing in intensity, it seems to be restricted mostly to gang-on-gang violence. So far the self-declared truces and neutral zones are holding, but police are rapidly running out of resources to combat this rising tide of bloodshed, theft, and crime.

With the police clamoring for aid from the state, they are not sure they can get the resources they need in time to deal with the rising swell before it pours into the surrounding areas and the collateral damage impacts the neutral zones. They have considered pulling in extra help from Blackhand Security and from other agencies around the city, but the budgetary concerns have prompted requests for additional funding from Baton Rouge. So far those requests have gone unanswered and the only additional security within Wellstone City has been paid for by organizations that can pay for it, such as the Kinzey Corporation. Ivan Kinzey declined to comment on whether his organization would be extending those security services to tourist areas around Wellstone City.

Wellstone City Update – New Exhibit

Renowned archeologist, Dr. Manon Castillo, has brought her traveling exhibit of artifacts from the middle and late bronze ages to Wellstone City! Collected from the early Chinese dynasties, early Egyptian dynasties, the Americas, Greeks, Etruscans, early Romans, Scythians, and other lesser known people, the exhibit is known for “Out of Place Artifacts.” It includes Roman helmets found in Mongolia, hundreds of miles past the city of Li’jin, an iron sword from Sparta that includes an inscription that references “Leukoulé,” a city that translates into “White Scar,” which is a city that has never been referenced in other locations.

Wellstone City Wednesday – The Shadow of the Blackhand

Yesterday morning, the Chief of Police was captured by a rogue cell from within Blackhand Security. They car jacked him and kidnapped him outside of his home while he was on his way to work; this was part of an ongoing series of hits between the police and Blackhand in the Battery. The carjacking and kidnapping is by far the boldest move, but the police are worried about escalation. The media has been made aware of this, but so far, they are managing to keep a lid on it.

The PCs hear about the incidents from a rogue member of Blackhand Security; he just wants it all to stop before things turn to an all-out war between the private security force and the police. A duo of Albanians has also been tapped; they are fresh upstarts that want to gain a little influence by helping, but they know they are horribly out-gunned here, and they promise to give a little support to the PCs as needed.

Wellstone City Wednesday – Jimmy’s

Jimmy’s was an average place on the outside. One of those mom and pop corner joints that’s been there since forever; a greasy spoon diner that was built in 1928 and it still clings to the era it was built. The waitresses wore more modern uniforms, looking like they belonged to the 1980’s rather than the 1920’s. It’s a family run place, but the average clientele makes a less-than-family friendly atmosphere.

For the past 20 years, Jimmy’s has been a mix of undercover cops, uniforms brandishing their shields, local thugs, and information brokers. There are other folks that eat there, too; you can’t stay in business for almost 100 years without doing actual business.

Wellstone Wednesday – Back in the Saddle

The panicked wail of sirens shatters the dream I was in. It was a dream of the life I had half a year ago; might as well have been half a lifetime ago. Warmer days, sunshine, things were looking up. But that all changed in a burst of fire and a hail of lead. I was bagged, beaten, and I was broken. Knees are ruined, shoulders are broken, my fingers and feet were smashed. I was left for dead.

That was their first mistake. Thinking I was gone, thinking they could get rid of me that easy. Took weeks for the ribs to knit, laying low in some dirt-water half-way home. Took me months of re-breaking and resetting my fingers to get them straight again; all but one of them are back to good, but my left pinky will never be straight again. I’ve had six months of time to think what happened, to plot and plan and get back into shape. Half a year of laying low and putting pieces together until I could see the how all the webs were woven together.

Dragonslayer

Wellstone City is not new to smuggling. The big crime syndicates all have established operations, and there are plenty of small-time crooks who bring in (or ship out) various shady goods.

However, a massive shipment of military-grade arms was just intercepted by an unknown party. The intended recipients, the Black Dragons, have millions tied up in this shipment and are keen to get it back and kill those responsible. Read More
